Is there a sprite editor in which you can make 16*16 sprites? (output in 4 hexadecimal codes)

nitacku's AxePaint (http://ourl.ca/9534/182539) does.

My online sprite editor A-Sprite is able to display sprites as 16x16.
Click on the top right button and change the view mode to 16x16.
Create additional 3 sprites and define them all as their correct corner.

If you want to do it on a computer, you can as well use TokenIDE's Hex Sprite Editor.
Or draw sprites by hand :P

You can edit instead of double posting :P
Also, http://clrhome.org/pix/ is a good sprite editor, but I don't know that it does 16x16.
