well, at school I recently discovered that, while cmd is locked, command.com isnt
now, I also found out the differences between the two
I have some old prgms (DOS prgms actually) and would like to know how to access command.com on win7

Is it Windows 7 32-bit or 64-bit? 64-bit OS's can't run 16-bit programs (most DOS programs are) and 64-bit Win7 doesn't have command.com.
If it's 32-bit, try Win+R and type command.com, or perhaps use the "Search programs and files" feature.

I was under the impression that all versions of Windows 7 are 64-bit, but if he is able to access command.com, it might be 32-bit. I am on 64-bit Windows 7 and when I type "command.com" it opens the regular command prompt.

No, both exist ;D
And on 64-bit Windows, there is no command.com (search your computer for the file, it doesn't exist.)
