This version of J:\Stuffs\NES HACKS\NESWRITE\neswrite.exe is not compatible with the version of Windows you're running. Check your computer's system information to see whether you need a x86 (32-bit) or x64 (64-bit) version of the program, and then contact the software publisher.
Shouldn't I be able to run it since I use x64 Windows 7?
or is there an another way to run these files? D:

Sometimes files are built for earlier versions of windows and windows will return bad errors like that occasionally because the program does strange things.
A more unlikely possibility (that would admittedly make more sense of the error) is that the program is designed to run on a windows CE platform and not necessarily x86.

The error message suggests that it's either a DOS program or a 16-bit Windows program. If it's DOS, see if it will run in DOSBox (http://www.dosbox.com).
