Guys, I was wondering.... where can I get an RS232 interface from? or, is there a way that I can get one without paying money? Can I find one around my house?
Or can I just use TILP2 to downgrade my nspire?

I'm not Nspire expert to tell you how to downgrade, but RS232 is standard serial port.

What is your current OS version? And what version do you want to downgrade to?

Look for a cable and the connector behind your computer that looks like this.

If you want to downgrade your nspire, you will need a TTL voltage converter. Most likely your computer has a serial port, but the voltage is dangerous for your nspire.
You can buy TTL level converters online, or make your own if you can buy the required components and solder a bit.

I want to downgrade from os 3.0.2 to os 2.1. I may have to downgrade to os 3.0.1 in the process. IS there any way I can do this without spending any money?

First of all, did you TNOC your OS when you installed?
If not, you will need additional hardware.
This can be a TTL level converter, Arduino, embedded Linux device with TTL serial port, or any other device that you can use to send stuff to your nspire over the serial interface.
If you don't have anything of this and can't wait for Ndless3.1, then yes, you will have to buy something.
