Quite possible... It would explain a lot of dumb answers, and it would explain why it doesn't know the capital of Zimbabwe after I told him 1000! times. Some things make me not believe this, however. (like his reaction to */me* stuff)

EDIT: (I googled it. Some people on Belgian fora appear to think like Eeems.)

I looked it up on wikipedia. It appears to be a huge database that draws answers form previous conversations and "learns" based upon that. The way it responds that seems pretty solid to me. That also explains why somtimes it's way off base and sometimes its responses are out of order (ie the rickroll some lyrics were out of place). I have become rather obsessed with this thing though. It's very interesting.

It certainly is. I don't think it's "cycling users", actually. Some people just write stupid stuff that is reused by the bot, apparently.

Since it's user contributed, this is probably why there's a NSFW notice in there. I wouldn't be surprised if the bot would link to some rather disturbing EncyclopediaDramatica pages at one point :P
