I think it depends more on browser for whether it works then os

Don't you need some language packages too? I know in XP most japanese text looked weird for me and it told me to use the CD if I wanted it to show fine. However, in Opera and Firefox, sometimes some characters would show up fine.
In Windows 7 64 bits I have no problem seeing weird chars.

It may die but I'M sure it will be revived in a few years, like AYBABTU (especially now that it's easier to trick people into rickrolls because their rarer use makes them unexpected and the fact that people will eventually forget that it was overused at one point.)
