Are you trying to go somewhere with it?  If not, then good job.  I thought the progression got tiring, but this is good for keeping the energy up in a kart-racing game.

No, since tux racer uses modplug, not mp3.

But if someone wanted it for free software, one would get my permission to use it.

It's in early stages I think, since it,s still pretty short. He might be addding more.

I like it so far, though. I wonder if more basslines could be added, though? Some '80s or early '90s euro style synth?

i like the new part in it. I think the first part should be a bit shorter though.
