Does anyone have a TI-76.fr or TI-82 Stats.fr (not TI-82 Stats)?
I will be coming across one of each and I believe that because they're so similar in hardware, that they can be converted to 83+s, just like TI-73/Explorers (via Chameleon).
I'm curious if it would be worth it to put the development time into expanding Chameleon (or coming up with something new) to make that possible.

I have been searching for one for a while too. No luck on Ebay (rare, either beyond my finances, thanks to shipping costs, or seller won't ship internationaly).
I wonder if the 76.fr and Stats.fr has Flash memory at all, though. Do they? Because the TI-82 STATS is a TI-83 re-released under a lower number (it has the exact same OS as the TI-83s from 2000-2001), the TI-82 Stats.fr is just a french version of it and the TI-76 Stats.fr is a TI-82 Stats.fr with missing functions (I ignore which).
A suggestion would be to ask on TI-BANK forums in english at http://tibank.forumactif.com/occasions-f20/ . Maybe someone would be willing to sell you one and they don't mind non-french users. Just good luck signing up and don't forget to prefix your topic with the [ACH] tag

They do have Flash memory. Their hardware is identical to the 83+, as evidenced by the information on datamath.org obtained by taking them apart. The TI-82 Stats is similar to the 83, but the 82 Stats.fr and 76.fr are closer to the 83+.
I already bought one of each, and they're on their way here.

Ha, I just remembered about this topic after looking through the zContest prize info XD Chameleon would be incredibly useful for all these calculators -- that text input screen is horribly cumbersome to work with x.x

Actually I *think* there was another topic about this started by Critor(maybe?). Let me see if i can find it, I'll add a link in as an edit... If I am remembering right Critor and Brandon decided it wasn't possible due to hardware.
