Can anybody of you can give me a link where you can see the source code of the TI Nspire OS 3.1 or higher?

It's proprietary software, so either you use a disassembler like Streetwalrus suggested or you break into TI's offices, which is not recommended. You can also check some Nspire websites and wikis where people reverse engineered the APIs and stuff. You can also check for Ndless, probably.
