I would like 2, but make sure to not make it random. I hate how in FFII even if you use the skill a lot, sometimes you don't even get the stat increase. It should be purely based on usage, not luck. Also make sure it's balanced well so a char won't end up with 7000 HP, 10 MP, 300 ATK, 10 MAG and a level 16 Ultima magic spell that does 10 damage.
