Ok, but as you said on irc, I will first need permission of an admin to unleash my bot.
Here is how I would program him:

All users? Watch out for spam ;P Can you make that you can check if the member clicked on the link to the rules? If so maybe you could ban him if he didn't. 
That is impossible or at least very hard and Omnimaga's PHP code would have to be changed in order to do that.

I could make the bot check for new forum users, and notify them of the rules when they chat something for the first time.
If you can make that work for OmnomIRC it's also good.

What momrocker did was awful IMHO, and I feel like I'm trying to help to make #Omnimaga a better place, I've been super active lately and always checking if something is going wrong.
But then again, it's very bad having people spamming/trolling #omnimaga all the time.

maybe, but omniurl.tk doesn't support that, does it? It only works for <omniurl.tk>/thread/message, right?
That's wrong:
We have omniurl.tk/en for logs 
So it would seem. Well, I guess I'm for it. bit.ly is still smaller, though.
If I wanted something smaller, I'd use goo.gl but I want something customized.
