I thought OS 3.2 let you downgrade to at least 3.1 though?

That as well, indeed - and fortunately, as the 3.2.0.1212/1219 OS have enough problems (performance regressions, to begin with) to justify the downgrade, without even taking the killer feature of OS 3.1 (access to native code) :)
