I would say iTouch would be the best bet. iPad's are on huge backorder as well as Pandora's so who knows when you will get one. iPad's are not that portable and iTouches are pretty awesome when you jailbreak them (well they will be even better as soon as OS 4 comes out so that they can release a un-tethered jailbreak ). I would say Pandora except for the huge backorder part...because come one, a mini computer meant for gaming and it has no restrictions WIN!
As soon as you get rid of the restrictions with an iTouch though there are some pretty awesome stuff you can do (like true backgrounding, veency, and theming (there is more too )). And hopefully sometime in the future they will complete iPhone-linux so we wont have to be limited to the iPhone OS link to blog.
