so what i understand is that placing an CAS os on an non-CAS calc is illegal however using nLaunch is legal. i better place my old os back in place..

It's "illegal" (if you want to use that word) for the purposes of taking an exam where it's forbidden to use a CAS. For other purposes, why would it be forbidden ?
Of course, getting used to a CAS but not being able to use it on the final exam is probably not a good thing to do, so that's probably a better reason to put back a non-CAS OS (which you can do even if you keep nLaunch CX, BTW) :)

how do i get back to the non-CAS OS? restoring the os with computer software?

For instance, yeah. See another section from nLaunch CX's README.
nLaunch can just a non-CAS OS on a non-CAS calculator equally fine, but it's simpler to just transfer a standard OS (and later, transfer Ndless 3.1 if you wish).

When you purchase a calculator, you buy it as is (although you can return/exchange it if it doesn't work or if you bought the wrong calc by mistake). OSes for all TI calcs are available for free on TI website. You have the right to install/uninstall whatever you want on your calculator, except adult material, and if you got something for free (such as a CAS OS on TI website), you can do whatever you want with it as long as you don't offer it for download elsewhere, re-use the code or sell it.

It isn't moral because it involves using a more expensive software for cheaper and TI loses some money on it, but it is legal because the CAS and non-CAS OSes are freely available on TI's official website. TI may hate this, but it's their fault because it was their job to make sure that such thing isn't possible.

Just please, please: Don't do this in any school class or exam that disallows the usage of a CAS. The last thing we want in the TI community is seeing the TI-Nspire banned entirely from schools due to suspected cheating attempts. The same goes for using mViewer to display pictures of school notes that are not allowed in exams. Do whatever you want development-wise/messing around outside classes, but when you enter a math/science test, keep your calc as legit as possible, even if you have no intention to cheat, just in case.

On another note, I didn't have much time to read everything, but I think I recall OSLauncher not being able to do things such as installing OS 1.1 on a calc that is running OS 3.1 or something. Is this now possible on Clickpad/Touchpad models? Because some Ndless games only runs with Ndless 1.0.

I never ever was going to do a stupid thing like that. and since i don't even know what CAS offers me more. some things i probably don't even need.
When i go to my exam and i discover that the CAS OS is still on there i will probably leave it in my bag and borrow some calculator and get half an hour late for my exam.

Yeah I am just saying in case, because I know that certain teachers might monitor people's calc content. It's always good to prevent anything wrong. It's a good idea as you say to just borrow another calc for the exam, but sometimes some classes always have a bunch of calcs that students can borrow so you might arrive in time.

Back in the days, I remember that teachers would just clear your entire memory so you could still use your calc, but  with the TI-Nspire it takes a long while to reset everything (the teacher needs to know the maintenance menu key combo too).

That should be possible, indeed.
nLaunch (CX) installs the resource files and rest of directory layout expected by the OS, unlike the simpler OSLauncher, which merely hot-launched the image without bothering about the resource files (and it happened to work, more or less reliably, for some combinations of versions).
