Depends on what you're going for.  It's great when it comes to clean rescaling of sprites, but for this case a better alternative would be the best choice.

What I would do is resize the original in paint.NET with best quality, then draw the white stripes afterwards so they dont get blurred at the edges.

I changed mine to a cartton version of me, and yes, it actually is almost a splitting image. U can even ask spyro543. :D

I got tired of the avatar changing constantly (esp with 15 or so :P).  So I made one using my favorite color scheme, prettied it up, and now it's that.
